I received two W-2's---I am a resident of NY and with my company I had a small amount of work in NJ.  All my state wages in NY have been appropriately taxed---for the wages in NJ the company did not withhold an State Income tax----since no state tax was withheld and my gross wages were subject to state tax in NY as a resident is it necessary to file a NJ State Return

You have to file a New Jersey nonresident tax return if your total income from everywhere, not just from New Jersey, was more than $10,000 if your filing status is single or married filing separately, or more than $20,000 for any other filing status. You will have to pay New Jersey tax on the income you earned in New Jersey. You will get a credit on your New York tax return for part or all of the tax that you pay to New Jersey. The credit on the New York tax return is called the Resident Credit. Prepare your New Jersey nonresident tax return first, then your New York resident tax return.
