My full residence is in NY, but I traveled for work to NJ so I have to file a NJ nonresident tax return. There is a question about Roth Conversion. I did a backdoor Roth Conversion and contributed $3,000, this amount earned $3 interest.

The Value of Account on Date of Distribution populated as $3,003. The next line is asking:

Contributions Related to this Distribution Previously Taxed by New Jersey: (Do I put $0 in this line since my residence is in NY and this was already taxed in NY?)

No, you want to enter the $3000.  The question is looking for how much of the distribution would be taxable to New Jersey- so even though none would be taxable because you are not a New Jersey resident, it is used for the calculation of total income before the New Jersey taxable income percentage is applied.
