Not Eligible for electronic filing. Living in different taxing jurisdictions

I am attempting to efile my state returns.  I am getting a message saying 

Joint returns with taxpayer and spouse living in different taxing jurisdictions are not eligible for electronic filing.  

 

This is invalid.  We live in the same house and share the same legal address.  This was an issue when filing 2020 last year and again this year with 2021.  What is the issue here?

Please go back to the Personal Information section, to verify both tax payers show the exact same address and the exact same state.
