NY state filing

I am attempting to file my NYS taxes for 2024 and every time I submit them I get a message that states my taxes withheld cannot exceed my distributions for NY State.  I have rechecked the 1099 and my taxes do NOT exceed my total distributions.  I can not get out of this loop and my submissions are not accepted.  How do I correct this?

    Take a look at your tax form. Maybe there is a number coming in from somewhere else adding to your 1099 and increasing your numbers on the tax form. Take a look at your NY income and NY tax paid on your tax form instead of the 1099.
