NYS 2020 Filing includes CT tax return and instructions

I file in two states, NY and CT. I think I found a glitch or bug, as the official forms for the NYS tax return for 2020 includes the instructions for CT and its tax forms. I have never seen this before in past years.

Can anyone shed light on this?

Are you filing a New York resident income tax return? If so, a copy of your Connecticut income tax return would be included in your NY filing for purposes of showing the NY Department of Taxation the CT income and tax liability used for the other state tax credit.
