I am trying to e-file a tax return with New York State.  Wioth the 1099-R, I get an error message that says that the NYS withholding cannot be grater than or equal to the gross  distribution or state distribution.  The withholdings are 600, and the distribution is 7000.  The messages state that I cannot e-file this return if this witholding is this way, yet NYS states if using a software product to file, I must e-file.  What is my recourse?

    Check to see if the distribution is entered in box 1 and 16. It is possible the state distribution is missing. If your tax preparation software will not allow you to e-file the return, you are allowed to mail it in.
