Ohio Joint Filing - Refund amount doesn't change

I was going through the review of the Ohio Tax, after the review it said I was eligible for a joint filing credit of $133. The number never increases from the original Federal and State ($27) return amounts. Why is that? I have tried a few things and nothing changes the $27 refund.

    Even if you have $500 of qualifying income which includes earned income such as wages and retirement income, you may not qualify based on your federal adjustments or Ohio Schedule A deductions. The joint credit allocation worksheet is used to figure the amount of joint filing credit you are rewarded. This form will be abbreviated Joint Alloc Wks in your list of forms

    In order to be eligible for the joint filing credit, both spouses must have income.

    Thanks. Both have income. It specifically said we were eligible.
