We live in CA, but have rental property in OR. There is net income on our property for $4864 and gross rental receipts for $38K. Turbo taxes is not recommending to file Non-resident OR return, however i thought we should file if the married filing jointly gross income is higher than $4545, so can you let me know if there is a reason why we should file?

You must file an Oregon tax return, since your gross Oregon-source income exceeds their filing threshold.

If you're filing MFJ, be sure you each indicate in the personal info section of TT that you had income from another state.

Your OR rental income is also taxable by CA, but you may take a credit on your OR return for the tax paid to CA on that income.  Be sure to complete your CA resident return before you do your OR non-resident return, so that TT can calculate the credit.  (This is the reverse of the usual sequence, but CA and OR are "reverse-credit" states.)

You do have a filing requirement to Oregon.  Have you allocated the rental property income to Oregon?
