Does oregon require you to file a tax return if your social securety  was not taxed on your federal return and you collected a small pension of only 1000 dollars annually?

If $1,000 is your total pension, than No, you do not need to file an Oregon tax return (unless you want to receive back a portion of your pension that was taxed by Oregon).

"You need to file if your gross income is more than the amount shown below for your filing status. Even if you don't have a filing requirement, you must file a return if you want to claim a refund of Oregon income tax withheld from your pay or you qualify for a refundable credit."

Please see gross income limits requiring you to file an Oregon tax return based on your filing status: Oregon Department of Revenue - How to determine if you need to file an Oregon income tax return for 2023
