Overpaid my state taxes but when I go to file the amount I overpaid is showing $0

So for the second year in a row I over paid my state taxes but when I go to sign and file that amount isnt being reimbursed. When I use other companies and put in the same information Its showing im getting the money back. Im confused whats going on and I dont want to lose out on the money I overpaid like what happened last year.

How did you overpay the state tax? Withholding from your pay? State estimated tax payments? Something else?

Arizona, im not sure. Just got the message that I over paid my state and gives me an option to put that amount towards next years taxes. I selected no because I would prefer to get that money back but its showing $0 when I get to the last screen to sign and file. All other apps Ive put the same info shows I would get the overpayment back
