PA tax - mailing instructions say to not mail until e-filing accepted but not e-filing

For my PA state return I planned on mailing my return to avoid paying the $25 fee. I selected "Do not e-file my state return now, I'll do it later" for state. On the print out it says "Do not mail Form PA-V with payment until your return has been accepted for electronic filing by the Pennsylvania Department of Revenue." Also says to not mail a paper copy of my tax return since I filed electronically. I only e-filed my federal, have not done anything with state.

 

Would I be covered either way if I just send my PA-V, PA-40 and W-2s?

    No, if you did not e-file you would not be safe to just mail a part of it, you would need to mail the entire return.  If you are sure you did not e-file your state return, then you will need to print and mail the return and send the return along with your W-2's and PA-V.  You will mail it to 

    PA-40, Individual Income Tax Return  Payment Due Returns: 

     PA DEPT OF REVENUE  PAYMENT ENCLOSED 

     1 REVENUE PLACE HARRISBURG PA 17129-0001
