payment refund for state tax return

My son inadvertently paid for a pennsylvania state tax filing when he worked while in college in Pennsylvania.   Apparently  they never took any taxes out-he didnt make enough to have to pay federal or state taxes.  He paid for the filing tonight but hasnt sent it. Is there any way to get a refund sine he doesn't need to file in that state?

    Your son in all likelihood does have to file a PA tax return.

    The PA filing threshold is only $33.  See this:
