I'm a Federal Employee (working for the military) and I use to lived in Pennsylvania (filed for Federal, State, and local taxes then) but left around 2019 and now still living abroad (overseas) since I left). I have no property but still have a PA drivers license so I file for Federal and PA state tax. The local tax form is still being send to me in my military address (FPO) which I do not know why.

Do I still need to file a local tax? If I don't own anything in that county.

Thanks for the help.

It is best if you do, otherwise they may keep sending you the form.  Since January 2016, pay for active military service and summer encampment is exempt from local earned income tax. To qualify, provide a copy of your official orders and Leave and Earnings Statement with your tax return- hopefully they will not send another one next year.
