Pennsylvania withheld local tax, as a non resident from a reciprocal state, can I get it refunded. Not showing up in turbotax

Local taxes unfortunately are not covered by the reciprocity agreements for Pennsylvania. Employers are still required to withhold taxes for all employees who work in some localities. Some states however, (for example New Jersey) will allow the credit for tax paid to another municipality on the state tax return.
