Portland Oregon Trimet Tax Form OR-TM

I switched from an accountant to Turbotax in 2023. Unfortunately, TurboTax did not generate the OR-TM form I needed for paying Portland's Trimet tax, and I forgot to do anything about it. So I need to file OR-TM for 2022 and 2023, and I'm sure there will be penalties. Do I amend my Oregon return on TurboTax to generate the OR-TM...or do I just download the OR-TM from the Trimet website and do all the calculations myself? Drawback/Benefits to either..?

It looks like it is a stand alone form, so you would just download the form and mail it in.
