Can I get the amount withheld in NJ for Unemployment, Workforce Development and Family Leave Insurance credited back to me?  I work in NJ but Live in PA.  If so, do I have to file both NJ and PA state returns?  I am set up for paying PA state tax, but these other three stayed NJ.

No, those are paid into NJ in case you need them later. If you had more than one employer in NJ, you could be due a refund for overpayment, See how to file for a refund,  NJ Division of Taxation - NJ Income Tax - Other Credits (UI/DI/FLI)
