Retired in California from Federal Government and moved to another state, do I have to pay California state taxes?

    No.

You only file taxes for the state you live in now.

If you lived for part of the year in California, you might have a part-year return to file.

But if you were out of California for all of 2019, you have no filing requirement in California.

In the year you moved...you do have to prepare and pay part-year taxes to CA for any income you earned-or- received before the move.  (part year in the new state too if it has an income tax.).  IF you started getting Pension , retirement income or SS in CA before the move, then only the part that you received, or that was credited to you before you moved is taxable by CA....but you have to break that out during the CA part-year tax return questions.

    ______________________

The first full calendar year in the new state, no CA tax return is needed, unless you own some rental property, or Farm, or Business in CA that you get income from...and then only as a non-resident of CA. Your pensions & SS After you are living in the new state for a whole calendar year...are only taxable by the new state you've taken up residence in.
