Return is permanently stuck at "Needs Review" for "Credit for property taxes" within State return (Illinois). How to resolve?

In "Credit for property taxes" I select "Yes" for the first 4 questions. I then enter the Pin and County. There is no adjoining lot. I put in the property tax paid, and $0 for the amount not on principal residence. The system is permanently stuck in "1 detail for you to review" no matter what, with no indication of how to proceed. The only suggestion the system itself provides is to upgrade to live tax advice, which is completely shameful.

    Your zero is the issue- should be blank.

    IL has a property credit that reduces your tax liability and requires your Property Index Number. Follow these steps:

    1. Return to the IL state return
    2. Go back to the property tax credit section
    3. On Property Information, make sure you have entered your county and Property Index Number for your personal residence. If you have no adjoining properties, the other 4 boxes should be blank.
    4. On the next page Property Taxes, make sure both boxes are blank.
