What exactly does this mean for PA state return? I got this as an error and have no idea

Rev 1630 is for underpayment of estimated tax penalty. It looks like you have an underpayment penalty and that TurboTax was asking questions to claim an exception to the penalty. In order to avoid penalties and interest on your underpayment, you would have to had paid at least 90% of your estimated taxes due for 2023 or 100% of last years tax due.

You can go back through the PA return and walk through until you get to the question near the end about underpayment penalty, then walk through and answer the questions on the form.
