Rhode Island State tax 2021 Health care coverage penalty - Married filing joint return. one spouse partial coverage.

I am preparing Rhode Island state tax. Married during the year, one spouse has full year health coverage and the other has partial year coverage. Turbo Tax seems to have an error. on the section to select which months they had coverage, the pulldown menu does not have an option to state "There is Health coverage for the month" . The available options are, "no coverage" and other items that shows "exemptions for not having a coverage".

How do we select "there is a health coverage for the month"?
