SCRA/MSRRA state tax filing

My husband is active duty military. Currently on orders in California. We both still claim Washington state residency per SCRA/MSRRA. The FTB in California sent me a CA tax bill for 2019 stating we didn’t file a CA income tax return. Which we didn’t because we aren't CA residents. I didn’t work, but won money at a casino, and all of his income came from the military. Can California force us to file/pay CA income tax if I’m not a resident?

California can tax you on non-military pay you earned in that state even if you weren't a resident there.
