If I received weekly severance pay from California, while living in Texas, am I due a non-resident refund from CA state income taxes ?

Severance pay earned from work you performed in CA is taxable by CA.  If you're a resident of TX, then you must file a non-resident CA tax return to report that income (and any other CA-sourced income you might have).  If your withheld CA taxes exceed the CA taxes you owe, you'll receive a refund of the excess amount.
