Should I file a non resident state return for 2018, if I received a refund in June 2018 for state taxes over paid from the sale of a vacation home in that state in 2017?

Following the sale of the vacation home in 2017, and the subsequent refund, there was no further income or expense incurred or attributed to that state for 2018.

No you do not file a state return just because you got a state refund from the prior year.
