If you did not live or work in Virginia at any time in 2019 and do not have any other VA sourced income then you would not file a 2019 Virginia state income tax return.

If you moved out of Virginia during 2019, you'll have to file a part-year resident VA tax return.

If you moved sometime in 2019, you are generally required to file a part year resident VA return. If you had no income, for the time you were a VA resident, you do not to file a VA return.

 

Reference: https://www.tax.virginia.gov/who-must-file note: "your Virginia adjusted gross income" can be positive, even if you have no VA source income, but you will owe no tax. You are not required to file if you don't owe any taxes and will not receive a refund. However, the VA dept of Taxation periodically reviews and updates  records to make sure that they have the correct return information on file. As a result, even if you didn't need to file a return for a given year, they may send you a letter later asking you to verify your Virginia adjusted gross income.
