Should Minnesota KPI line 52, income tax withheld affect taxes due? If so the program has a glitch?

Yes, the amount entered on Minnesota KPI, Line 52 should offset any income taxes due on your state return.  

I have reviewed the entry points and am seeing the same results as you.  

In order to ensure the withholdings are picked up correctly on your state return, I recommend making the withholding payments in the federal interview section of the program.  

1. Log back into your TurboTax program and select Deductions & Credits.
2. Scroll down to the section titled Estimates and Other Taxes Paid and select start to the right of Other Income Taxes.
3. On the page titled "Other income taxes," scroll down to Other Income Taxes Paid in 2023.
4. Select start to the right of Withholding not already entered on a W-2 or 1099.
5. On the page titled "Tell us about any tax withholding that you haven't entered yet", scroll down to State withholdings.
   Enter Minnesota for the state and the amount listed on Schedule KPI, Line 52 in the amount box.
6. This will then carryover to your Minnesota return and be reflected on Line 20, Minnesota income tax withheld on Form M1.
