My son lives in Delaware and worked in Maryland briefly as an electrician… He made $1432 with $62 of state income tax withheld. Does he need to file a non-resident income tax return for Maryland… Form 505?

No. As a non-resident, he is not required to file non-resident return since his Maryland gross income is less than the minimum filing levels; However, he can file to get a refund for taxes withheld.
