So I am trying to complete my homestead credit section. The Wisconsin Department of Revenue is saying I didn’t send in the proper documents for the Homestead credit. I have an issue with my landl

You can file the homestead credit without the signature of the landlord. You fill in lines 1-8 and provide the documentation. See page 3, left side for full instructions on filing without the landlord's signature, 2020 I-017 Rent Certificate (fillable) - Wisconsin Department.
