Question

Son moved from MO to FL in 2021, spends 350+ days/yr in FL; works in FL; doesnt drive so did not get a FL DL. MO wants him to pay taxes for 2022. Does he owe MO taxes?

He rents and pays utilities in FL.  He never registered to vote in FL. Because he shares a house with other renters, he had important mail like tax return sent to my address in MO.

Doesn’t seem like he should play MO tax. He should make his case to MO tax agency.

He is going to have to convince the MO Dept of Revenue that he has been a resident of Florida since 2021.  As a resident of Florida, he has no tax obligation to MO as long as he has no MO-source income.

 

At the very least, he should obtain a Florida State ID card in lieu of a drivers' license.  See this:
