I e-filed my state taxes and I have received notification that my taxes were accepted. I am wonder why I am getting an email stating that: "TurboTax Update: State Return Accepted - Extra Form Required"

Yes, you should follow the instructions and mail the documents that they are asking for. Apparently there is an additional form required by the State of Colorado that was not included in your Electronically Filed return.
