State efile when we owe $1 in underpayment

Turbo tax says that I cannot efile, because I have an underpayment penalty of $1. Turbo tax has my credit card number and I believe they stated that I have already paid the fee for filing.

    That is a requirement of the state. You will need to mail your return in. It should only delay the processing of your refund by about a week.
