State ID on PA Interest Income worksheet for OID on TIPS bonds

I am getting an error message on my PA income tax because I have OID interest on US treasury   TIPs with a blank state ID.  Why is it asking for a state ID when the source is a US treasury Tip?  How can I get past this error

    You can enter the federal ID in place of the state ID. 

     

    Treasury obligations go straight to the interest income worksheet and are not part of the program you go through, it is behind the scenes.

     

    Other interest income will show in the PA program. When you go through the PA program, you can enter an adjustment without a state ID.
