I lived in Indiana but worked in Illinois. TurboTax is saying I have to file my Illinois state return by mail. Do I mail it to the state or Illinois or the state of Indiana?

You would mail an Illinois state tax return to Illinois. See the screenshot below for the addresses. The designation 'with payment' means that you have a balance due and you are enclosing a check for payment. The designation 'without payment' means that you are expecting a refund. Be sure to sign the return and attach copies of your W-2 showing Illinois income.
