state tax employee credit

The limit for a state or federal employee deduction on my state return is 15000.  If my income is over that, do I leave it out or put in the max of 15000?

    You enter all of your income into the federal program.  The information flows to the state return and the software uses your state's tax laws to do all of the calculations. You do not change any of the amounts on your own.

    Did that, but this is a Virgnia form that treats government income differently than private.  I entered it and my return amount changed but then it flagged when TT checked my state return.
