State tax form 3554 is used for the New Employment Credit Recapture in California. 

  • Removing the Form: If you don't need this form but it's appearing in TurboTax, you can delete it by following these steps:
    1. Click on Tax Tools in the lower left corner.
    2. Select Tools.
    3. Choose Delete a form from the list.
    4. Scroll down to your CA return (near the bottom of the list).
    5. Find Form 3554 and select Delete to the right.
