A couple, both residents of Arizona do online work in California. They never have to enter California to perform work. One is an online teacher at a community college. The other does counseling over the phone with California residents. Both are W-2 employees. Do they need to pay taxes to California?

Not if their only income from CA is W-2 salary or wages.

Non-residents of CA who never physically work within CA do not owe CA taxes on their W-2 income from that work.

If you never lived or worked in California at any time in 2024, then you do not have to file a CA state tax return.
