State Taxes not efiled when Federal taxes filed for 2021 and 2022

Today is March 16, 2023. I have a PDF of the 2021 federal Business taxes filed. I did not file the 2021 State Business taxes last year 2022 because of errors in the system. It happened again this year, in 2023 for the TY 2022. I simply printed off the State Taxes as is and mailed it in. Since I paid for the 2021 States taxes I simply wanted to access what I paid for and re-input the information and file the 2021 State returns. I cannot seem to access anything. When I try to start over it will not go through.
