State wages incorrect on W2

My employer moved from RI to MA mid year.  W2 Box 1 $25K - RI State Box 16 $25K & MA State Box 16 $14K totaling $39K not $25K.  Contacted employer as well as Paychex but they have turned it into a blaming revolving door.   RI confirmed they are wrong. Tried to file taxes but it increases what is owed to my non-resident state. 

What can I do to get it corrected outside of these 2 entities? TY Patricia

I live in RI

Worked 6 mths in RI & 6 mths in MA for the same company. They put my entire was from Box 1 as what I earned in RI in Box 16 as well as the washes In earned in MA Box 16
