My state didn’t e file? I would like to know why

My Turbo Tax Premier 2019 still ( on July 15, 2020 ) says New York Individual IT-203 Page 1-2 Nonresident/Part Year Income Return not ready. I downloaded the tax package in 2019.

But I check the online status, it is available.
