Summer Internship income

I did a paid internship in WA in 2019. I stayed there for 3 months with a signed lease to my name.

After completing the internship, I came back to Wisconsin to finish up my studies. I have signed the company's offer letter to join them back as FTE after finishing up my studies in Feb 2020.

Do I have to file a resident tax return in Wisconsin on my internship income?

P.S. I am an international student and I don't possess any state Id yet.

You would be considered a nonresident of Wisconsin as you are not domiciled in Wisconsin.  If you have no Wisconsin source income, you do not need to file a Wisconsin return.

If you are an international student on an J-1 or F-1 visa' and have been in the US for less than 5 years or part years, you are considered a nonresident for tax purposes and cannot use TurboTax software.

TurboTax does not support nonresident returns.

However we have a partnership with Sprintax offering a nonresident tax filing solution to our TurboTax customers.
