Tax liability in Maryland

My daughter's tax return had no tax liability for Maryland in any tax year prior to this year, she has received 100% of her state taxes each year.  She is 21 years old, FT college student, and earned $12800 in 2023.   I am doing the state return and Maryland is saying she needed to pay $933 in taxes and now have a balance due of $89.  Is there an age limit to not have a tax liability in Maryland?  I tried searching and googling with no luck.

    No, there is no age limit. 

    Single (including dependent taxpayers) has to file if gross income equals or exceeds $13850. 

     

    However, Even if you are not required to file a federal return, you may be required to file a Maryland return if your Maryland addition modifications added to your gross income exceed the filing requirement for your filing status. Dependent taxpayers must take into account both their additions to and subtractions from income to determine their gross income.
