Tax Year Prior to 2020: State return won't transmit e-file

I've e-filed my federal return (which was accepted), but can't transmit my state form. The program advises to check for online updates, which I do. There are no updates available. Additional attempts to transmit return result in same responses, an endless loop. I am not using any forms that are unsupported for e-file. How can I solve the problem?

I have the same problem as described by bboy1.  Disappointed in TurboTax at this point.

I have exact same problem 2/21 & 22/2020.  My Federal went through after I unchecked state.  I came back to state and updated on-line a dozen times over two days to no avail.  I have never had that problem in 15 years of using Turbo Tax.  I am a retired 40 IRS Agent Appeals Officer and adjunct professor in taxation - I know what I am doing with my simple tax returns.

I can't find a 800 number or support email address to send a message to TT?  Turbo Tax has declined very badly this year!  Time to get Tax Cuts from H&R unfortunately.

I think I may have found the problem:

State forms availability table for TurboTax individual (personal) tax products

Select your situation to locate your 2019 form.

    Keep in mind:

    • When you locate your form or schedule, there will be dates for both Print and (depending on the state and the form) E-file availability. If the E-file form is listed as unsupported, the form must be printed and you'll need to mail your return.
    • Forms and schedules missing from the table aren't supported in TurboTax.
Schedule INC, Forms W-2 and 1099 Information Schedule
    available
    unsupported

Why doesn't Turbo Tax tell you this before you pay for the state filing?  never in all my years using Turbo Tax have I encountered this problem.

I also tried to e-file my Federal and State.  When I said this they took me to their payment site to pay for the state e-file.  I paid it and then they checked to see if the state could be e-filed.   Because I had a form for underpayment of taxes that resulted in a penalty (all of $3), I was told I couldn't e-file the state forms and I had to snail mail them.  I now needed to ask for a refund of the state e-file fee.  I spent a lot of time looking for either a phone number to call for customer support or an email address -- finally found a phone number for customer support (it was attached to a description of the credit card charge with the credit card company) and still cannot find a customer support email.  The problem I found was that their whole customer support system is oriented towards answering tax questions.  The automated part of the customer support was terrible (example they asked me to slowly spell my last name but would never let me finish spelling it before it interrupted me).  Finally got to a person -- I explained I wanted a refund of the state e-filing fee and was sent a link to getting a refund -- after several hours of trying to follow that I discovered the instructions were only for getting a refund for the turbotax program.  I called again today (5 days after the credit card charge (which already showed up on my charges from day 1) and was told they didn't see the charge in my account.  That person said to call the credit card company and cancel it, not exactly proactive on their part.

I've used Turbotax for a number of years and this is the first time I really had an issue.  First off, I never should have been charged for the state e-filing until after they verified it could be e-filed.   Second, their customer service for anything other than tax questions is sorely lacking - I do understand that they may be having resource issues due to Covid.  But their miscue in the first issue, they should do better.

What state was that?    I'm curious as to why an underpayment penalty would prevent efiling a state return, unless there is something peculiar about a penalty form in a specific state's return.  I can look at the forms list if I knew the state.  I've seen someone from Minnesota say they had that error, even though the forms list says the Minnesota underpayment schedule should allow it to be efiled.

Try this method to get to the correct TurboTax Support department for a state efile fee refund, or perhaps they know a way to efile it.

Check KarenM response below - Check Forms Availability.  It may explain why we are having this same problem.  May have to mail the return or  wait until one of your forms is available for e-filing.

Its February 22, 2020 and mid tax season.  Michigan has all forms produced - It is Turbo Tax poor quality!

My Federal went through after I unchecked state. My Michigan return does not transmit? I came back to state and updated on-line a dozen times over two days to no avail on 2/21 & 22/2020.
I reported Intuit to the Michigan Attorney General’s Office for fraud – took my $25 and no response via customer service.

After many walkthroughs... I downloaded Turbo Tax 2019 last November with free state (NY for me). Could not transmit New York State (which requires e-filing). As a last ditch effort I paid for a New York State download ($39.99) - While talking with a technician I asked for a refund and received it as I did get NYS with original purchase. I executed the New York State download and voila.. I was able to transmit return. Seems there must have been a glitch with original download. Hate to see what hoops Intuit will have to jump through to get this workaround working for all there NY customers... may work for other states that experiencing problems as well.

Louisiana is apparently a problem too!

Same here. Could not efile federal and state (IL). Spent over an hour on the phone and found I was able to efile federal by itself.  But when I went back to efile state, same response.  Transmission failed, update to program required.  I've done all the updating, rebooting computer, rebooting router, waiting several days and trying all again that I can do.  Nothing works.  I've already paid the fee to efile.  It is very difficult to find any information that is helpful.  I have a downloaded version from Amazon for Mac.  Was very frustrating speaking with "specialist" at Turbo Tax.  Kept having to repeat, repeat, repeat the issue and what I've done to solve the problem.  I've been using Turbo Tax  15 years and I've never had a problem.  I've spent hours and hours of wasted time on this issue and need to get it resolved ASAP.  Very frustrating experience.

i did my taxes. the state taxes of NY say i owe 0 and im owed 0. they did the look over and says theres no issue . when i try to file it says that i have to file by mail bc theres an issue that stops it from e filing. however NY state doesnt allow you to file by mail if its prepared electronically.  so it needs to b e filed. i went over it numerous times and cant find this issue. needless im at a loss and i need to fix it because i have no choice but to e file.

I have experienced the same problem.  I paid for Turbotax to e-file my state return as i always have.  I received confirmation that my federal return was accepted and is being processed but nothing regarding my state return.  In the past - that has always happened at about the same time.

I have contacted my state's Franchise Tax Board and they have no record for my 2020 return.  I have contacted Turbotax customer service twice and the customer service representatives are unable to answer my question.  They only respond that the federal return was received.  That's not the issue!

I don't know what to do and am frustrated that I paid for the e-file service.  I have used Turbotax for years with no issues like this but will NOT be using them in the future. In the meantime, I just want to get my state return e-filed since I paid for that.
