Tax Year Prior to 2020: Why isn't this finalized as promised?

While going to file my return so I can pay my taxes, the following message appears after it was scheduled to be ready last week, then re scheduled to be ready today!

The IRS hasn't finalized one or more of your forms. Once forms are finalized, you will be able to access this section.

There are a number of factors as to why the finalized returns are not ready when they are estimated to be ready.
