The Colorado Non-Resident Tax Return has a question that says: "Enter the portion of unemployment compensation that you earned from Colorado sources"?

Since unemployment is a federal program I need clarification regarding what it means "if it was a Colorado source".

No, unemployment insurance/benefits are state programs.  Because of COVID-19, the federal government has been funding unemployment (sending money to the states); but it is still administered (paid out) by the states.  If you were receiving unemployment benefits in Colorado, the state should have sent you a Form 1099-G showing the unemployment you received and any tax withheld.  The same is true for any other state from which you received unemployment benefits.
