The Govt's Office of Personnel Management in PA paid a Survivor Annuity to an annuitant living in CA. Is the payment considered income from another state?

Don't know how to make the question any simpler ...

the income is to be reported on the CA income tax form as the recipient lives in CA.

while the question is simple, what prompts the question?
