These new updates are effecting my state return do we have a eta when state return for Michigan will be back up

Yes, TurboTax maintains a website page to report estimated forms release dates. You can find the Michigan forms here. 

 

Since the IRS won't process any 1040 e-files until January 29 this year, your state return won't be processed before that date either, even if the state form is ready.
