Turbo Tax Deluxe trying to charge me $45/ state

I paid for the desktop version of TT Deluxe 2024. I have filed 3 federal returns, each with one state return. I'm filing a new federal return now and it needs to file 2 states for this one but is trying to charge me $45 for each state return. Why is it charging me so much? I thought it was $25 to e-file per state.

If you are needing to file two state tax returns for different states, you need to purchase and download the second state that was not the one free state download. The additional state program charge is $45.
