Turbo tax indicates I cannot electronic file my Illinois return because I have form IL-4644. Is this a restriction, I cannot find it in IL instructions/information?

Reason for e-file ineligbility:
Form IL-4644 is part of the return. These rules are set by the Illinois Department of Revenue.
