Turbo Tax results completely different than CA online FTB results!!!

Wife has one W2 taking standard deduction:

-Turbo Tax Deluxe program says she need to PAY $11 CA state tax (plus $25 filing FEE).

-Online CA FTB says she's getting a REFUND of $207 (FREE to file online).

When entering the same exact information, you should get the same results regardless of the platform you use. Did you get a chance to compare the two returns to see where the differences were? That would be helpful to understand why the results weren't the same.
