Question

turbo tax state program for PA

The turbo Tax Program says that a W2 does not have to be included with the Return, but the PA40 instructions say that PA no longer accepts the Ws and requires a w2 as well as copies of all 1099 NECs.  this makes me concerned that the turbo tax program may not be accurate for PA.  Has anyone else found discrepancies with the turbo tax program.

No, this is not a discrepancy in TurboTax. Per the PA-40 instructions, on page 10, if you file your PA-40 electronically, you are not required to submit an actual copy of your W-2, 1099-R, 1099-MISC or 1099-NEC forms unless certain conditions exist with respect to those forms. For Forms 1099- MISC, 1099-NEC and 1099-R, you are only required to submit actual copies of these forms if there is PA tax withholding reported on the forms

Not a totally accurate answer.  True that if you are submitting the Return electronically you do not have to include a copy of W2s, but if submitting the Return by mail PA requires a W2 to be attached to the Return and Turbo Tax instructions do not tell a user that fact.
