For the TurboTax software, all but the basic package comes with 5 federal refunds and 1 state. Does that mean that for the next 5 years my federal refund is free and only 1 of my state refunds are free? If so, is there anyway to extend my free state refunds?

the online software is one federal return per account.   sometimes there is a need to include forms and schedules which means you may not be able to use the "Free" edition.   additional charge if you want TT fees deducted from refund.

each year's desktop software is separate and comes with the ability to e-file 5 federal returns for free for that year but you can prepare as many as you like. Some versions come with the software for 1 state (this version usually costs more than the versions without the state) TT. there is a charge for e-filing each state return except for filing in New York.  need to file in more than 1 state, there is an additional  charge for this software

so its 5 federal returns for 1 specific year along with the state.   you need new software for each year
